Funding & Grants for Estonian Companies

Use this hub to find public grants, innovation programmes and private funding routes that may fit an Estonian company. Start with the funding problem you are trying to solve, then check the current eligibility rules directly with the funder before applying.

Start here

  • Startup or prototype: look at prototype grants, incubators and early-stage investor programmes.
  • Product development or R&D: check EIS and EU-funded innovation measures.
  • Growth or export: review EIS growth, export and digitalisation measures.
  • Green transition or energy efficiency: check current EIS, KIK and EU measures.
  • Equity funding: consider angel investors, venture funds and SmartCap-backed funds.

Public funding routes

EIS (Enterprise and Innovation Foundation): one of the main places to check for business development, innovation, export, digitalisation and other enterprise support measures.

RTK / EU structural funds: the State Shared Service Centre publishes open and forecasted application rounds. The forecast can change, so treat it as planning information rather than a guaranteed call calendar.

Prototron: a practical route for technology teams that need prototype-stage funding. The programme continues to run competitive funding rounds for new technology ideas.

Private and equity funding

SmartCap ecosystem: SmartCap invests through venture, green and defence-focused funds and helps channel capital into Estonian growth companies and funds.

Angel and venture capital: often a better fit than a grant when speed, international scaling and follow-on financing matter more than non-dilutive funding.

How to choose the right funding route

  1. Define exactly what the money will finance: prototype, salaries, equipment, export, R&D, marketing or working capital.
  2. Check whether the measure requires own financing, prior revenue, a minimum company age or eligible project costs.
  3. Review state-aid and de minimis limits before assuming a grant is available.
  4. Do not build the project around a grant until the call, budget and eligibility are confirmed.
  5. Compare the reporting burden and timing with private funding alternatives.
